Check if the wires for restart and turn off are plugged properly. So you cant get to bios? If not, try to remove Cmos battery or short 2 pins on your mobo ( its in instruction manual for mobo ) If nothing comes, try switching cable to motherboard output instead of GPU. Let us know if it works.

Well, try to backstep, by that i mean, uninstall all drivers and install only neccesary ones, Chipset GPU and play some games. Also download it from official page of manufacturer.

Hey, had the same problem, for me it was faulty monitor, try to plug the pc into TV or other monitor to see if this behaviour is the same as it was for me. And let know. And we will move from there.

No tech advice, i think the cause is due to that its 10yo i guess 😕 might be just failing, new 1080p monitors go for cheap now, maybe try upgrading. Second hand monitor 1080p go for 20-40€

Yes, but are you able to boot from it? I experienced that sometimes its glitched, that whenever you go from battery to turning on, it doesnt, but put cable in than battery and than it works from battery juice. But in this case i think the battery readings are wrong.
