His existing psu 20A rating hasn't got much to do with how much actual current his system is draining. If the "noise" is loud fan spinning at crazy rpm it is most likely because your psu running close to or most likely above it rated 20A (12V rail). Even If it has any overload protection...

Yeah that's weird. The only time I would see artifacts is when I go too high with the vram overclock and/or overheat it. the only other thing I could think of would be lack of power to the gpu. Maybe worth re-connecting all thepower cables? Also did you try re-installing drivers?

If by noise you mean coil whine on either psu or gpu that's just unlucky and annoying but nothing wrong is gonna happen. Also it's ok if your gpu being limited by the voltage it's just the way bios works and it always being limited by something otherwise it would theoretically boost forever and...

Yeah, I would not recommend getting Titan especially now when new cards are round the corner. Seems like at the moment single card solution need to be 980ti. It's a good overclocker as well.

Did you consider downclocking both your cpu and gpu a bit for gaming until you get decent cooling?

I see. In that case I would say go with intel integrated graphics and get rid of dedicated gpu. Instead double the ram incase he does some music producing it will be useful for his vst's and if he not using external audio interface add him soundcard with amp for his headphones.
