1080p or 1440p (depending on game) for gaming and 4k for Video playback and reading.
Not everything needs to revolve around gaming, even on a "Gaming PC" It's a computer not a console, it's a multi-purpose tool.
I don't think so, it looks like they are playing mind games with the public. If you get a Widow x with the MX switches it will actually cost you $10 less, giving the perception that Razer switches are "Better" since they cost more.

I think the Romer-G keys feel okay but something feels off to me. I have a G410 with Romer-G for work and a 710+ with MX Browns at home and I prefer the 710+.
I honestly prefer the mechanical switches Razer uses on their keyboards over the Romer-Gs.

I just bought a Sapphire R9 390 8GB and I love it. I think you'd get about a 30-40% boost depending on what you used your card for. If you want that 50% I would consider the R9 Nano, it's a little more expensive but there are some benefits to that card as well.
Seeing as all I know is 60Hz refresh rates, I don't have a problem with the monitor at all. Plus I don't play the games that would benefit from such a high refresh like CS:GO. If I had the cash this would be on it's way to my house.
