850W PSU is no way near "Barely enough" for 3070Ti and even 13th gen i5 CPU. I have a smart socket and my PC, 3 monitors, router and a few other things are pulling about 650W from the wall.

Can yountry your 3070 in a different pc ?

What was your old GPU ? If you are coming from AMD GPU did you uninstall the drivers? What resolution are you using?

RX6600 is a good card, but consider that they still have some driver issues like stuttering.
