If you play games like counter strike or any other FPS, you will definitely notice an improvement just from the 1ms response. I currently have an AOC monitor 144hz with 1ms. At the time it was the best bang for buck monitor with these specs. The model I have is AOC G2460FQ and it was priced at £150

To me it does sound like a power issue. It may be worth updating your BIOS just to make sure.
