Looks like I may have discovered the issue. The default renderer "enhanced video renderer" seems to be the issue. If I select VMR9 the issue dissapears. I wonder if there is a way to have EVR with no lag?

furthermore the cheapest 280 on newegg is a 3GB 384Bit card, the cheapest 960 is a 2GB 128bit card. The 280 will probably age better, especially with DX12
