Just to update everyone on what I ended up doing...
I have made two builds. One for the son with an i5-12600K and an (OEM, pulled from a Dell / Alienware) 3060 TI. The other build is for myself using an i5-13600K and still using my (OEM) 2060 Super.

No real temperature issues so far. I ran Cinebench R23 for 10 minutes multicore test and it peaked at 70-degrees C.
It was kind of strange actually, because it peaked at EXACTLY 70-degrees. Not 72, not 71, but 70 Even.

My computer boots up fine. I can either boot in to Win 10 on my Samsung SSD, or boot in to Linux on my Kingston SSD.

Another update...
I tried putting the hard drive back in my old computer (which I had been using up to about a week ago) and it didn't show up at all.
I don't think it matters, but when I put it back in my old computer, I was booting up in Linux.

Just to confirm your line of thought, you suspect it is a hardware failure even though it does show up in Device manager (as an unknown device) and in Disk Management (it says it needs to be initialized)?

Just to keep everyone updated:
I have unplugged the OTHER two storage drives from my computer and plugged the problamatic storage drive in to the other SATA data and power cables, and that hasn't fixed it. Still shows up in Device Manager as unknown device, still shows up in disk management...
This is a NEW build so the PSU, CPU, RAM, and motherboard are all less than 10-days old.
