Will you consider FX 6300 over i5 4440? Programs mostly run by this PC are internet browsers, ms office, chat, disk caching / file sharing. Will these programs run faster on i5 4440 or FX 6300?

did you hit the boot menu key to select which device to boot? or did you set the dvd drive as 1st boot device on bios?

check for beep sounds. if you hear continuous beep, unplug and replug video card and ram. or unplug video card (if you have) then plug cable to on-board video your issue is not software nor windows related problem. ignore my suggestion on grounding power pins
