I've had a Logitech F710 for the past 2 years, it still Works flawlessly, it's built like a tank has a huge range and very good battery life, it is recognized as a 360 controller so it Works in every game, would definitely recommend it.

Go for the 390, u'll get the same fps in games and i can tell you first hand games hit well over 3,5gb vram even on 1080p (gta v 4gb+, mordor 6gb+) so why not get the bigger card for the same/lower price. If polaris/pascal turn out to be hugely better you can always sell the 390 and buy that...

Easiest solution would be to troubleshoot, get a GPU from a friend and try it in your pc, try your card in your friends pc. Should give you the answer, anything else is guesswork.

It's considered "normal" my first xfx r9 390 had the same problem but it was jet engine loud and they replaced it with a new one, this one is barely audible but the whine is there when u start hitting 60+ fps. There is no fix, however if the volume of the whine is high you Will get an RMA 99%...

Build looks great just a side note, if you don't have the monitor already try to get one with gsync. I just bought a freesync monitor cuz i'm running amd and it's just amazing how it makes low fps look as smooth as 60+. Would definitely benefit a 4k gaming rig immensly.
