Missing USB, Ethernet and other drivers - NO CD / DVD drive

I found the issue in fan speed it tells me fan 2 is going 3900 rpm

Ever Since i made my PC build it has been very loud . The Cause is the fans but i cannot find the source . Its so loud it makes my ears ring . I just replaced the cpu fan with a EVO 212 . Here are the specs Cooler Master Elite 430 XFX Double D Radeon R9 280 R9 AMD FX-6300 Vishera 6-Core...
