    Memory speed does have a drastic affect on that CPU/APU in gaming. If $$$ is a concern, I would change it to 8GB(For now) 3200MHz+ RAM, use the savings for a better ssd and power supply.     Maybe (can your chip hit 4.0 on all cores without a substantial voltage increase if at all?). Probably. (temps likely won't be the most comfortable). Only one way to find out (try it and monitor your temps/stability).

    No, that is an older AMD mobo. You would need a new motherboard + ram. You'd be looking at around $150+(depending on mobo) for new mobo and CPU, and another $50-120+ for RAM for the Intel platform. The new Ryzen 3 would cost a little more ($40+ total) to get into.

    Yes, your example is fine, set in small increments and stress test for stability in between.

    Your computer is not compatible with Ryzen CPUs. The EVGA 500B isn't a very good PSU, there are better for the same amount of money. And you won't likely run at a stable 60FPS@1080p at highest settings on those games, mostly due to your CPU.

    Lower your voltage until the system is no longer stable, then crank it back up a notch or two. That voltage, while not entirely unsafe is a bit high for only a 4.5GHz OC. I would think you could get away with around 1.3v. 1.385v should be good for around a 5GHz OC give or take.
