You have bought a bad PSU... The 400w isn't even 80+ standard. I would suggest getting one of these: http://pcpartpicker.com/part/seasonic-power-supply-ss600et

Make sure that Cool And Quiet and all other limiting "Technologies" (AKA Annoyances) then turn up the CPU a little more. That should work. I have an overclocking guide if you want. I put it in my signature.

There is not a setting that works on every CPU, I got golden sticks of RAM, OCed from 1600MHz to 2400MHz on stock voltages. Your RAM will probably not do that. There is a term for the variation in all of the chips, you will hear it often, it is referred to as the "Silicon Lottery".

vsync is all I can think of unless I can see it there.

Might be an overheat. Or you have a bad PSU. What are the CPU temps, BIOS will say.
