Ok, wierd. I solved this on my own. I used the Vsync option in the Nvidia driver as "Fast" Apparently this spits out frames as fast as your system possibly allows.... Can somone explain this feature more?

I updated the Nvidia Drivers Yesterday. to 382.05 Suddenly all of my games are showing crazy FPS. Fallout 4 on load screens using Fraps and or Overwold I am hitting over 1200 fps in game in places I am getting 250 fps. Animations are fast and look awkward, in game movement are unusually fast...
