Can we be a little bit more direct? I have done a scan with malewarebytes to uncover what I can't see. Those have been removed but problem still persists. There a lot of people having this problem, not just me, so perhaps being more direct can help others as well.
In regard to hosts file, I have not check that but I can check it the next time I am over there to check to domain. Is there any other suggestions? In terms of sc2lines comment, I know that is why I am on here.

Sounds like PSU to me as you seemed to have did a detailed technical run though. It could be something shorting but I think PSU, so try that. Often times when PSU goes out, it takes out other components like the motherboard, which sounds like it might be the case.
Ya the strange part was that the asrock tech person I spoke to sounded like he wasn't for sure, but I don't know what else to do so I have a feeling my board just can't deliver power through usb when system is shut off.
I have doubled checked all the settings I can think of in the bios and still nothing. I will call asrock's tech support tommrow as I don't know anymore. There is no reason that I can think of either software or hardware wise that this problem should exist.

Like Grobe said, power outage tends to take out multiple components, not just PSU, so you should actually get a spare PSU and start going through the normal diagnostic and test each component of the computer. In terms of fixing actual pc components, you need to have extensive knowledge on logic...
