so if i put it on high will the response time be lower? Whats the best option for cs go?

I have an lg monitor and in the settings of the monitor it has a response time setting which u can choose one of the four values(high,middle,low,off). Can someone explain to me what these values represent and how it affects the monitor?

I found the aoc g2460fq which is a 144hz monitor on a good price and ordered it. Hope it turns out to be good.
