    Can you report the processes which use the CPU and HDD? Programs like steam are known to consume heavy processing power in background.

    Apart from checking all obvious things ( Windows updates, GPU drivers, Task manager) you can check if your GPU is overclocked or overheated. The same problem presented itself to me on a GTX 760 when I was trying to overclock it. Another time it was a HDD error, check into those and let me know.

    Can you be more specific, which games you tried? You can try a benchmark like 3dMark or Unigine to make sure the GPU is being utilized, what about the GPU itself? Any noices? Also try running Games on Windows 7/8. Tell me if this helps.

    GT 720 is just not cut out for modern AAA titles, even if your CPU support these games, the GPU bottlenecks it. You can do light gaming with slightly older gen, for anything better, you'll need a GPU upgrade. I can recommende some.

    Your Processor will surely bottleneck GTX 760 drastically, at least get a haswell i3 which can allow you 4 cores with hyper threading. Or it's better to wait a bit and get GTX 960 at same price either way there is no point in getting 760 with core 2 Duo.
