What resolution is your monitor? I see no reason not to reuse the SSD and CPU cooler providing it can cool the new CPU properly. Also, will you need to buy a new Windows licence?

Noctua fans come with 1 PWM splitter per fan so no need to buy extra ones. For the radiator get the ones with the highest static pressure so F12 PWM.

First of all I would check that the CPU cooler is fitted correctly, if it isn't cooling correctly and you are getting high temperature spikes then the fans will speed up.
Can you monitor the temperatures to see if the fans are reacting to heat? It could be a heat issue or it could be a fan issue.

I wouldn't get a 27 inch 1080p screen and you plan to buy a gtx 1080 so i would get the 1440p screen. However you may get away with a 1070 running that resolution at 60hz. Even my 1060 can output more than 60fps at 1440p so the 1080 might be overkill.
