I've now also tested the second card, same max temp for firestrike extreme (68 c) score was 5220 and for just firestrike it was 10428, I've just benchmarked it in heaven with the same conditions and it got 740 O.o, I'm going to try it again and see what was wrong... Ok i've just checked temps...

I've run some tests with firestrike extreme, so when running the whole test, in the final"combined" test I got 17.02 fps, in this the cards were running hot (recorded with MSI afterburner around 88 for the top and 84 for the bottom with a high fan speed) for around 5 minutes. The new drivers didn't seem to have an effect for heaven, when I ran firestrike in extreme (1440 x 2560) with the new drivers I only got 9367 :/

As was mentioned, something was wrong with the board, the pins in the lower PCI-E slot had been bent out of place and meant it was physically limited to x4 (sorry this came a little late, it was only recently that I figured this out.)

The temperatures of both cards (especially the lower card) rarely exceed 90 (the cards are designed to run at 95 normally) so I'm not sure if it's thermal throttle, the GPU clocks also seem fairly consistent, how could I be sure that it was/wasn't thermal throttle?

The R9 390x is fairly power hungry so (around 369 watts) this will be the main reason to pick out a decent power supply, again, I don't know how much you can spend on your PSU and if you plan to install another graphics card in the future. A 600 watt power supply will probably be fine for one...
