I currently have 2x8gb 3200 mHz DDR4 Corsair Vengance RAM. However the task manager says it's using 7.7/15.9 GB and I only have Chrome open. Is there a way I can lower this RAM usage and if I get another 2x8gb of the same RAM will it still be 7gb used or will it become more ? I am just confused...

Edit: I just swapped the PSU and the CMOS battery and still nothing.

Today my pc randomly just shut down while I was playing Valorant, and when i tried turning it on it seems as it turns on, but there is no signal to the monitors or the keyboard, mouse and headset. So far I know the problem is not in the monitors or the GPU since I swapped the GPU and i still...
