    You may try Argus Monitor. It can control most fans on mainboards and GPUs, based on temperature sensors on the motherboard, CPU temperatures, graphics card temperature and disk temperatures.     I don't know if this is true for the specifiy Board (MSI Mortar Z370M), but one some/many boards you can also use DC controlled (3 wire) fans in 4-Pin connectors. The SuperIO chip can either detect them as being DC controlled or you configure this in the BIOS. Still complete standstill is not...

    In case you are looking for a software fan control solution (with custom fan cuves), you might want to give Argus Monitor a try. But I am not certain if it offers different speed profiles, so you most likely are stuck with one curve that fit all requirements (which was never an issue for me...
