Anyways, I randomly fixed it by shutting down windows and while booting (its not perfectly fit while booting) I spammed the "auto image adjust" button in the monitor where it randomly went to normal which fixed both in booting and desktop itself. It's weird but its fixed. Thanks for all the help...
