    Adding case fans won't affect your PSU, one case fan has power consumpion of 5 watts. Applying new thermal paste can also help temperatures.

    Buying more RAM is much more worth. You can also add one 8 gb stick, if it has the same timings and frequency. It will be a bit slower than having two 4 gb sticks, but cheaper and you can upgrade to more RAM later.

    First of all, will your warranty be voided if you open the case? The overheating can be caused by not having any fans on case or only one and by having stock cooler, which is highly possible on OEM machine. But if you cannot open the case, you will have a problem with solving this.

    It differs on what you use your computer. If you play games, difference between 2400 mhz and 3200 mhz is 5 fps, but if you render videos, it is difference in minutes, which you will notice. I do not think you render videos on 8 gigs of ram though.

    Wait until new i3 processors release or go with Ryzen 3, they both cost 20-30 dollars more than Pentium G4560 and are much better. It will be best to last you as long as possible.
