This may be complete rubbish but I saw something similar recently and it turned out the sound card driver was causing the CPU idle temps to be so high. Random.

Hello, Basically what the title says. I have a budget of about £50 and want to know the best performer that doesn't get too loud. I've been looking at the Gelid Tranquillo rev.2, it may be only £23 but it looks like it would perform well. Also open to closed loop water coolers. Thanks all!
