THANK YOU. After i un-ticked BD PROCHOT, it goses to 3.4ghz. Dose this man i have a dodgy motherboard? should i get it replaced is there anything elese i can do?

It is set to minimum and maximum of 100% ( yet is only at 0.8v?? ( picture in post 1)) i do not have a different motherboard to test nor a cpu. Is there anything elese i can try? ( i could try live boot ubuntu to see if that makes a difference?) i have no idea if it worked with my old cpu...
