This is pretty normal. An offset mounting kit could in theory lower idle temps (and load temps) as its been shown to be pretty effective with Noctua coolers.

So when you re-seated the cooler, did you re-apply thermal paste? Maybe the old paste had pumped out?

We'll have to see the reviews before we can make a determination if this is something worth getting worked up over. It may be just like Alder Lake again where Intel went all out to win the multi-core benchmarks over Zen 3, but it ran pretty efficient in gaming.
