i would say the EVGA GTX 1070 ACX 3.0 has the best cooler.

well first of all the 1060 has not even been announced yet and when or if the 1060 comes out i can guarantee it will be at least something like 20 percent less powerful then the 1070, and also keep in mind who knows when the 1060 will come out if ever.
