You need to specify if you have a video card... if you got one you need to plug the monitor into the GPU output, not the mother board. Also once I was adding extra RAM to my pc and it kinda happened the same, try turning it on with just a single RAM and connect the output to the mother board...

try installing the latest driver, I used to have the same issue while playing Starcraft 2, (even tho it was known that SC2 blew up your GPU) but I reinstalled the driver and it gave me more FPS and the GPU was not overheating at all. BTW what games do you play?...
