    It has a lot to do with pressure from customers and a higher demand for XP than Vista. This is pretty much the only reason any OEM would do this.

    You need to configure the Vista bootloader to see the XP partition. http://neosmart.net/dl.php?id=1 is the easiest way in my opinion. You could do it manually but it'd be more of a pain. Good luck.
