If partition 1 doesn't work for you, try again with partition 0, 2, or 3. For me, partition 0 finally worked! Thanks so much bellomycr!!

WOW - Thank you SOOO much! This has taken the Toshiba from a blank screen with flashing cursor to actually attempting to boot. =) It now does "Loading RAMDISK image..." and "TOSHIBA Recovery Tool" but then the system runs into another error. "Windows cannot find 'C:\BIN\BOOTPRIORITY.EXE'...
