This is most likely a problem with the mother board. Damage from the factory or from an electrostatic discharge when it was assembled. Test all other components of your computer on another motherboard. If it still doesn't boot up properly, you can probably get a new one from the manufacturer...

Hello. I've been having this same problem, except after being able to boot a few times by changing USB ports that method seems to no longer work for me. Now I am completely stuck at the EFI Shell screen.
