Also, not sure if this matters, but the PC's PSU has an 8 pin CPU power connected while our Mobo only needs four. Is it okay to just plug four of those pins in?

So my friend was thinking of getting back into some light on gaming by building a PC with used parts and some spare parts around his house. Do you guys think the AOC G2460PF or the Viotek GN27C is better? I know one is bigger and one is cheaper but i was wondering if anyone had a clear-cut answer.
