Turns out it was uTorrent after all. Yesterday, it had this sleep issue again, and powercfg /requests showed uTorrent, after which I exited uTorrent and my PC entered sleep mode just fine!

After pressing 'Sleep' from the start, the display immediately goes off and nothing else happens, it basically just only turns off the display and does not go into sleep mode.
