I never signed in with a Microsoft account on the VM as I thought it would mess up activation on the real system I use. I just used a local account and used that key to activate.

Update: we have managed to get it to work. We figured out that the beeps were being caused by the HDMI cable not being plugged into the display properly (on the monitor end of the cable). We find that the cable can dislodge when the PC is moved.

Full pc specs? Include everything in your build (as well as mobo BIOS version) Perhaps try installing the GPU again. Occasionally secure boot can cause issues if there is a GPU installed.
