4gb can perform things but there is problem that you want use igpu than your total ram will be reduced cuz reserve by igpu at least you need 1gb for it , than 3gb left will reserved by os so if you dont use or lower memory of igpu you should go fine

( i have 8gb of ram and with 6 chrome tabs and some low use apps 3GB ram is filled ) try to find apps which using your ram and if its possible go for ubuntu you can install steam and browser and simple tools for daily use if you dont use windows specifed app

better go for new platform lga1366 is dead tell me your budget to suggest something for you ( if you like )

7400 is not worth it anyway you can buy 2200G + mobo for its price compare link below and 6600 is about 10% better in performance of all factors ( single core and multi core ) for ~25$ dollars (isn't worth it) if you mean 6600K again it isn't worth it for extra ~50$ , you can for 2600X ryzen cpu...

there is upgrade path for future if you going for 4gb of ram if you dont have enugh money now and going for 2x4gb is better than single 8gb (because duel channel...) , i do use it since long time and i have no problems at playing(1280*1024 with GT1030) gta V 1( on low ) witcher(mid) CSGO(Low)...

first install chipset driver than install gpu driver it will fix your problem and before doing this steps try to clean install windows again or somehow complately unistall drivers you installed
