mounted in the top of the case is this set up as intake or exhaust ?

Ok so I've been having problems with this all day I can get display when the graphics card is not hooked up but once I install it nothing .i had it going for a little bit earlier but the pc kept blue screening so I did a system restore and now I'm back to no display with graphics card but fine...
