That is where I am confused, I don't know what the cmos jumper is and I cant find any info online and I don't know how to take that out.

Yeah but it didn't have a boot loop at first, if you read everything it booted fine just no signal from the gpu to the tv to display the bios but the blue bios light was lit up on the mother board. Could that be the reason for the weird loop in the booting process? I just don't see what I did wrong, and I still don't understand if I did the CMOS reset correctly.
