Yeah Imma try all the steps suggested and plus my cable management is not so great, I will change thermal paste and see what I can do to lower temperature of computer. Thanks for y'all suggestion!!

Ah forgot about ambient temperatures but I actually don't know that really but for comparison my GTX 1080 at 0% fan speed hovers around ~39 degrees. I live in San Diego and temperature rn is like 69 degrees Fahrenheit

Nope fans is all ok running at ~1500RPM. Probably need to change thermal paste

Ok so I recently bought Watch Dogs 2 but my 1060 6700K system seems to be at 99 % usage when playing that game. GPU and CPU were at 99% usage, is this bottleneck? what is happening?
