G sync and free sync and now fast sync?

If you are fine without variable refresh rates, I'd keep the two monitors that you have right now and just get a better graphics card over time. Without an AMD Card though free sync has to be disabled.

HELP PLEASE! Is my R9 290X faulty??

If you can put it back together so it looks like you didn't tamper with it maybe. I'd ask for a refund. Was there thermal pads on the VRMs?

Static Noise through front panel headphone jack

It's very good. Just an issue with the front IO or cable placement. Not much you can really do about it, it's the reason I don't use the front ports for my headphones and instead just use the amp for my speakers that comes from the motherboard.

HELP PLEASE! Is my R9 290X faulty??

I'd say it's just a bad card. You're drawing a little more than three times the power of a 960 at idle, but that should peter out to around 350W~ or so, probably more around 450W total power needed and that power supply should be able to handle itself. I didn't mean power limit, sorry. Core...

Static Noise through front panel headphone jack

Typically cables won't cause interference, but a low quality power supply will. If it's gone, great!

HELP PLEASE! Is my R9 290X faulty??

Secondhand, as in refurbished or bought from someone? What card did you have before you upgraded?

Static Noise through front panel headphone jack

Could be bad solder on the port? Regardless it's not something you're going to be able to fix other than just using the back ports.

HELP PLEASE! Is my R9 290X faulty??

In whatever program you're using to overclock, push voltage to 100% or it's max limit along with fan speed and see if the card crashes when overclocking. It'll run hot as all hell, but at least you'll know the card is just abnormally bad at overclocking and there could be other issues. Memory...

HELP PLEASE! Is my R9 290X faulty??

Sorry didn't see that model number at the beginning of your list. Just kinda brushed past it. I'd try cleaning out all of your graphics drivers with a program like Display Driver Uninstaller (https://www.guru3d.com/files-details/display-driver-uninstaller-download.html) and making sure that you...

Static Noise through front panel headphone jack

Then it's an issue with the cable that runs to your front audio jack picking up static.

G sync and free sync and now fast sync?

G sync and free sync have basically the same purpose, variable display refresh rates. This is to eliminate any possibility of screen tearing on monitors, but it will only work up to the advertised refresh rate. Fast sync is vsync with less input lag; they use a different method to cap frames...

confusion of buying graphic card:(zotac nvidia geforce gt 710)

An entire system upgrade would be needed. I wouldn't be putting new parts into an aging PC like that; wouldn't be worth the money.

Static Noise through front panel headphone jack

If you plug your headphones into the back of your computer, removing your speakers, do you still get static? Commonly this is a problem with the audio cable ran from the front of the case to your motherboard being unshielded, running by power supply cables or by the power supply itself or just...
