observing Task Manager's Performance tab, my CPU hits 100% routinely in Skyrim, with subsequent FPS drop. My 1660Ti seems to max around 60%.
I haven't attempted to see if all cores are getting maxed, or not. I'm not sure what program allows me to observe that.
