just go for the 970, it's a much better card, but your cpu will bottleneck it.

Yes, you can, but make sure that the 2nd mice doesn't pick up any signal, it could fuck up your play. Also, you won't improve anything noticeable if you buy a deathadder. The naga is nice enough, you need to face reality and practice a lot.

If you don't plan on playing competitive reflex based games, you'll be just fine with TVs. However latency can get pretty nasty on some Tvs, 30ms is the minimum with gamemode on all of them, and they can get up to 130+ms if you don't turn on game mode.

If you play casually, it doesn't really matter. However, that 14ms isn't all that great when it comes to more competitive games like cs. Pretty much that latency is just like your ping, you will see things another 14ms later.
