I can't believe it... it ended up being something so simple. Forgot turn on Limit Capture Framerate in OBS 🙃.

I was merely stating what fps my game runs at to help better solve my issue. I don't believe my issue is hardware related because again, this is ONLY happening with Diablo 4 and ONLY in the streaming software's display preview/stream. My drivers are up to date...

I'm pretty technical but I have no idea what's wrong here. This is only happening with Diablo 4. Troubleshooting attempts and specs are in youtube description. Issue - Game runs completely stable above 200fps as well as every other game I play. The issue is specific to the streaming software...
