Will reinstalling windows or resetting solve the problem?

for some reason...System restore was turned off... :( I mean i did turn off the ones for d and e drives..but i dont recall turning it off for c drive..

It came with stock 8.1 and i upgraded it to win10 last year..but because of the sluggishness...i reinstalled win10 clean last month.. Everything was great until last night...i was playing...

Yeah... Actually the problem is... My monitor only has vga port.. No hdmi So the only way is to the gpu or else I'll have to buy hdmi to vga adapter..
