Advice for a tech noob on upgrading my graphics card

Not really worth upgrading from an r9 290 to a 980.. Yes the 980 has the edge, but it's not really worth the upgrade cost. Wait until 2016 when Nvidia releases Pascal and if it's as good as they are claiming, then perhaps upgrade at that time.

PC Stuttering/Freezes/High ram usage while playing games (GTA V)

Try turning grass detail down a notch. It could also be over-heating on either your CPU or GPU, download CPUID Hardware monitor and check your temps Sometimes with games, when the GPU runs out of Vram, it starts chowing into the system's ram. I don't think this is the case. Gtx 970's have an...

Cheapest Graphics Card for Dota 2

Honestly, go the gtx 750 ti. It's cheap, easy on power consumption and would get ultra presets at 1920x1080p with 60fps quite easily, let alone 1650x1080p

best graphics card for my computer performance

It's a little outdated my friend, the single core CPU's (assuming yours is a single core, if not it's still pretty outdated) are about as obsolete as a wind up brontosaurus feeder. I don't know if there are any modern GPU's that will work with that. I think it's time for a new computer.

Looking to do a Graphics Card Upgrade - Budget about $350

Yeah, pretty much what Jake said.. The 970 will be a very pleasing change from the 560ti.. A 760 would be a pleasing step up from the 560ti. The 970 will definitely give you your money's worth from 560ti to it.

    Why are my graphics bad?

Well, it could be a problem with the screen but unlikely. the weak CPU and small 2 gigs of ram wouldn't be a very good pc for anything modern in terms of graphics The image is most likely due the HD 7770 1gb not being an optimal choice for 1080p... They can run 1080p, just not very well...
