Try these steps - it works for me, I found this solution today by accident :) I had black screen with mouse pointer after starting Windows 8.1 (clean installation) on my laptop Lenovo T60 with ATI X1300 and I thought, that it is display driver issue, but it´s not. I had problém only in startup...
