There's a lot of other factors that come into play here that you have already mentioned: Is the cooler seated properly? Is the thermal paste applied correctly? How many fans do you have? How many intake/exhaust? Do you have good airflow in your case? What's the ambient temperature in the room...

Have you tried updating the driver for your network adapter? In addition, check Event Viewer and see what errors it is giving you.. I expect there's a lot of "adapter has reset" errors.
