You should try turning on PC B with plugged cpu and 1xram only and nothing else. No HDD no anything only cpu&ram. You should try replugging everything a few times, meaby something isn't plugged correctly. When u turn this PC make sure to wait at least 5 minutes because something is meaby...

That beep means something is damaged or plugged wrongly (in your case something is damaged [I think]) But cpu and ram, I think u bought borken psu and it could damage cpu and ram.

Or power supply u bought for computer B is broken and it burned cpu and ram from computer b.

Or meaby try to change psu (power supply) after you try it please answer.

I dont really know how to fix it but u can try buying BIOS chip (if its replaceable)
