The change in voltage that you describe is normal, the clicking is not. I agree with SgtScream February 15, 2017 9:55:50 AM, it maybe something else.

Update....
Well, after 10 hours of PC being off I turned it on, all fans came on but no LED on RAM but, this time I did not have to intervene it did a self shut down and as self re-start and it booted right into Windows with no other issues!

All is working ok in windows 8.1, can do updates everything is fast. I can restart Windows as many time as I need to with no issues. Once I shut down completely here is what happens:
