    Further GPU stats according to windows: "3d" went to 100%, "copy" went to 5%, dedicated GPU memory usage was about 2 - 3GB of the 8, and shared GPU memory usage (3.9 available) was minuscule.

    CPU 40-50%, GPU 1400MhZ & Stable. GPU 60C, everything else in the box is under 115F. Ram is default settings.

    Firstly: Intel(R) i7-4770 @ 3.40GHz h80I Corsair liquid cooler on CPU 8 GB DDR3 RAM (Gskill) Mini ITX Gigabyte GA-Z87N-WIFI Radeon RX 580 8GB LG 4K monitor with freesync (4k is enabled on desktop, however when put at 2k does not resolve my issue) ATX case with plenty of airflow Modular PC Power...
