Im just gonna try and throw out some ideas. Is there anything in your BIOS to change some of your settings? Wipe all gpu drivers off every HDD/SSD and reseat card? Move card to another PCIe slot? Reset CMOS? idk man this is a weird problem, I hope one of these solutions work for you

No, I got it to work I have it sitting at 4.5ghz with max temps of 74C with 100% stress test. Was just playing games for a couple hours at 50C maximum. Its running well!

New update: I have the Z97-AR motherboard and when I boot to windows cpuz shows it at 4.5 ghz, but when I open prime 95 to stress test, it goes back down to 4.0ghz

Update: I tried a multiplier of 45 and it booted at 4.5ghz, but after about 30 seconds it went back down to 4.0ghz.
