OK, so that's the PSU 100%, I disassembled the Pc and separated PSU and motherboard, and it's definitely a fail of the PSU.

Under heavy load no whining at all. When I'm pressing onto the tube while it whines - nothing happens and whining is the same. Fan speed is the lowest possible and temps are lowest, checked through s-tui.
